I enjoyed reading your action plan. I have heard of cell phones being used as educational tools instead of a distraction. If we find use for cell phones in a positive way, we can deter from the negativity that it can cost. What is your goal: to receive support from administration to use it as an educational tool or to find out how many students have been in trouble using cell phones? I hope you post positive ways to use cell phones on your blog. I would like to know.
I know this does not have to do with the content of the blog, but how did you manage to insert a table?
In step 7's evaluation, you cite studies' findings that support/refute the inquiry question. You don't really have a question as a goal. Your goal is to obtain information. Now if your goal was to determine whether cell/smart phone use benefits students academically, then step 7's eval make a little more sense.
Stephanie, I think your cell phone research as an academic tool is an outstanding endeavor. Despite the skepticism that comes from the school due to policy, I do know there is a place for this technology in school. I personally teach Business Information Management and can tell you first hand, the very kids that claim that they cannot use the computer at home or do not have internet access, I make pull their phone out in class and show me their internet access. We just have to line our ducks up and present the plan to our administrators in such a manner that it would make everyone look bad that doesn't agree with us. Keep it up and please let me know how it goes. I may be next. FORWARD !!!
Stephanie, Great looking plan! Last year on the first day of inservice, our superintendent had all of the staff use their phones to text in answers that showed up on a graph via the projector. It was cool and everyone enjoyed it. However, don't know that there was any professional development teacher support during the year and I don't think this technology was ever used during the year. I think it would be very beneficial if your research included prof. development in the "support the use of cell phone usage section".

What is going to happen after you survey the teachers and students?
